Proposed Changes to Accessible Parking Rules in Texas

The Texas Department of Licensing and Regulation (TDLR) issued proposed amendments to the Elimination of Architectural Barriers program rules. These rules implement changes in paved accessible parking signage as required by House Bill 3163, passed this previous legislative session. The proposed rules were published in the January 24th issue of the Texas Register and are open to public comment until February 24th, 2020. In general, the proposed rules:

  • require painting the international symbol of access on paved accessible parking spaces;
  • painting the words “NO PARKING” adjacent to the space in the access aisle; and
  • requires posting signage identifying the potential consequences for parking illegally in an accessible space.

These rules are prospective, meaning they apply to newly built spaces or spaces that have been resurfaced.
