The Texas Health and Human Services Commission is accepting applications for membership on the Texas Council on Consumer Direction.

The HHSC executive commissioner will appoint members to the TCCD to serve a term of one or two years. The council will include key stakeholders as determined appropriate by the executive commissioner. The council must include representatives of each of the following:

  • One consumer of the array of services provided through consumer direction (term expires July 1, 2019).
  • One advocate for pediatric consumers of the array of services provided through consumer direction (term expires July 1, 2020).
  • One service representative - personal care attendant (term expires July 1, 2020).

A member must regularly participate in council meetings and is expected to participate in subcommittee meetings, projects and presentations. Council meetings will be held in Austin at least quarterly or at the call of the presiding officer. Subcommittees may also meet quarterly a day before the council meeting.

Council members who meet the following criteria may receive reimbursement for travel expenses to and from meetings:

  • A member with intellectual or developmental disabilities who is receiving services under the Medicaid waiver programs.
  • A member with intellectual or developmental disabilities who is receiving services under the Intermediate Care Facility for Individuals with Intellectual Disabilities program.
  • A relative of a person with intellectual or developmental disabilities receiving services under either of those programs.

HHSC will notify applicants by Dec. 31, 2017 if they have been selected to serve as a member of the council.

In selecting members to serve on the council, HHSC considers the applicants' qualifications, background and interest in serving on the council. HHSC also tries to choose council members who, as a whole, represent the diversity of all Texas citizens. For that reason, HHSC considers applicants' ethnicity, gender and geographic location.

About the TCCD

The TCCD was created by Government Code, Section 531.052, to advise HHSC about the delivery of services through consumer direction in all programs offering long-term services and support. It also reports to the HHSC executive commissioner every year. The council must seek input from the long-term services and supports community on these issues and produce formal recommendations to HHSC on how to develop, implement, expand, and deliver long-term services and supports through consumer direction.
