RE: Program Continuation Efforts
In the Fall of 2019, we began an inquiry as to the viability of the state of Texas Health and Human Services Commission (HHSC) to maintain (keep and grow) the Consumer Managed Personal Attendant Services (CMPAS) program. CMPAS is provided for a specific, non-Medicaid population of people with disabilities needing long-term attendant services.

The efforts thus far have lead us to realize that CMPAS is a program that is very necessary to the spectrum of HHSC Long Term Services and Supports and that CMPAS is not compulsory or mandated in the eyes of our Texas legislatures who has final funding authority for its continued success. Hence the problem.
With this said, your assistance is needed most urgently to make sure that all CMPAS stakeholders have the opportunity to be involved and ensure the program’s continuance into the future. It is time to unite to work toward this goal.
